Access Healthcare Staffing and Recruitment is fully licensed by the Nevada Department of Health and Human Services to operate as a Personal Care Services agency. We strictly follow the standards outlined in Nevada Administrative Code (NAC 449.3974–449.3981) and Nevada Revised Statutes (NRS 449.125).

Our compliance commitments include

  • Qualified & Trained Staff – All PCAs meet Nevada’s qualifications, complete initial and ongoing training, and pass required background checks.
  • Health & Safety Standards – Employees are screened through TB testing and health checks in line with Nevada regulations.
  • Client Rights – Every client receives a copy of their rights and responsibilities, and we ensure care is delivered with dignity, respect, and privacy.
  • Service Planning – Each client receives an individualized service plan based on their needs and preferences.
  • Emergency Preparedness – Our staff are trained in non-medical emergency response and follow established safety protocols.
  • Prohibited Activities – We comply with state restrictions on tasks PCAs cannot perform, ensuring safe, non-medical support only.

Your Rights as Our Client

As our valued client, you have the right to:

  • Always be treated with kindness, dignity, and respect.
  • Receive services in a safe, supportive environment—free from any form of discrimination.
  • Be fully informed about the care and services we provide, and take part in planning what works best for you.
  • Clearly understand service costs ahead of time and be notified of any changes.
  • Receive a written guide that explains our services, staff qualifications, fees, policies, and how to share any concerns.
  • Know who is responsible for your care and how to reach them whenever services are being provided.
  • Speak up, share concerns, or file a complaint without fear—knowing it will be taken seriously and addressed promptly.
  • Decline any service or treatment (within the limits of the law) and be informed of what that may mean for your care.
  • Trust that your personal information and records will remain private and protected by law.
  • Review your records and request copies within a reasonable time.

Prohibited PCA Activities

    •  Inserting or irrigating a catheter
    •  Administering feedings via a feeding tube
    • Administering Medications
    • Irrigating any body cavity (ear, enema, vaginal, etc.)
    • Applying dressings that involve prescription medication or require aseptic technique
    • Administering injections (into vein, muscle, or skin)
    • Performing physical or medical assessments of a client’s health
    • Using specialized feeding techniques (beyond standard assistance with meals)
    • Performing digital rectal examinations
    • Providing massage

Performing any task that requires the training, knowledge, and skill of a licensed nurse
